Thank you for respond .I did try and I can't move the knob.I'm afraid to brake it.
I slipped a bit of heat shrink over the ends of 2 pair of long nose plyers. (spelling?)
Once heated, it grips both pretty good.
I did what Kevin suggested and it did work!! I used WD40 first and later I used heat shrink over pliers and still it was very hard to move that knob.And finally I was able to move the knob.Now I do have another question.The plastic cover for clock and headlight instrument -how we can restore them?My plastic on headlight instrument is foggy and have some scratches.

It is hard to tell how much your clock lens might clean up using the lens cleaning solutions available at auto parts stores, however, the chrome bezel looks like it will clean up considerable. Some you already have some degree of pitting I would take 0000 steel wool and soak with WD40 and lightly go over it being careful not to go over the lens with the steel wool. I do have some Westclox front bezels and lenses but not sure of they would be better than yours once cleaned up.
What do have are some excellent instrument cluster bezels. The main clear lens is $35, or $55 with the black backpiece. If interested shoot me an email to email@example.com with shipping address.

There are two brands of clocks used in our year cars
Borg and Westclock
The Borg ( German ) internal mechanisum is very much superior to the Westclock and the one in my car that ran for 42 years non stop - unbeliveable !

The Borg has been repaired by me ( a broken wire in the wire wraped magnet ) and back in the car still keeping perfect time for 54 years and still going like --the Everready Rabit
The clock in our cars Has to be one of the very best clocks ever used in any car with the results i have had
A very nice suttle thing that does Amaze the people viewing the car and have them understanding the quality Cadillac went to in these years to use the best possible materials available in its time slot
The fact the clock is still always running does amaze both myself and my wife who often comment about that when in the car
Only when you get the clock to run can you understand what i am saying about the experience
