1964 Fleetwood 60 Special Door Courtesy light replacement

I cannot figure out how to replace a burned out courtesy light in the right rear door of my 1964 Fleetwood 60 Special.  Does anyone know how to do this without taking the whole door panel off?  I was hoping the light housing would pop out but it does not seem to do so.  Looking at it from below with the bottom of the door panel loosened it looks like one can't replace the bulb without getting the housing out.Any ideas???See More

My 1964 Cadillac electrical system is running around 17 volt which is to high, the alternator, battery and the voltage regulator was replaced but the voltage is still to high, could it be the pig tail that plugs into the voltage regulator.
