Wonderful that you found your vibration problem after a long process of elimination
That will put a smile on your face every time you can correct that kind od issue

Ta da! It was indeed the spacer! The hole in the back that sits on the water pump shaft was oversized causing it to never be perfectly aligned. Thanks you everyone for the guidance and Jason for having that part!

Having changed your harmonic balancer could be the problem
The harmonic balancer and the crank shaft are balanced as a unit and a replacement could throw off that balance
I do see you have covered a good many things to try to repair the vibration

Have you considered the condition of your motor and trans mounts ?

Thank you for the advice. That was the first thing I did. I even replaced the water pump just Incase. That whole o ring set up was fun. Then I replaced the harmonic balancer....and the alternator...and even ended up re coring the radiator since I was in there. My buddy came over once it was all reassembled and he noticed the fan and spacer looking like it’s out of balance. I hope this is it! My car is in great shape now! And I ordered the spacer from Jason so I’m good. Thanks again

Just check to be sure its not the water pump bearing that is going bad and causing the fan vibration problem

Grab a fan blade and check to see if you have bearing play when pushing from front to back
Any play in the bearing will show doing that

I need a stock fan spacer for a 63 no AC 390. Someone put an aftermarket on it and it’s causing vibration. Help!

I am sad to report that Neil passed away a couple years ago at age 63.  I heard the car was sold to someone in the Los Angeles area but not sure if it was ever completed.

November 2015 had a very interesting article "Neil Gray's 1964 Eldorado "Frame Off" Project". I would very much like to read part II. Have a part II been published?

If Neil Gray writes a book with step by step and pictures from day one to finish I will buy that book.
