I installed a tilt steering column from a 63 Caddy parts car in my 63 convertible and am having trouble with the horn. Does anyone recall if there are spacers, insulators, or washers around the plastic backed, brass horn ring? I can't tell from the service bulletin, but the horn shorts out and the contact ring is the location of the short. Any advice would be greatly appreciated.

You will see the insulator in the 63 tilt addendum (see picture below)  The insulator is yellow plastic and I do have the insulator only for $5 or with the complete horn ring and wire assembly for $20.  See pictures at the bottom for the one I have for sale.
Shipping would be $6 for 2 to 3 day priority shipping in USA for a total of $11 for insulator only or $26 for complete horn ring assembly.

Loud air moving sound within carb with cleaner removed

While checking my Carter carb with engine running, I took the air cleaner off and there was a very loud hissing sound of air. I placed a piece of paper over the carb and it didn’t move up or down, is this normal?
