I would strongly suggest reading Ch 8, page 8.1 in shop manual to understand the ventilation.

The ventilation from top of engine, under intake, to PCV Valve, to inlet under carb at intake to carb insulator (circled in green from shop manual picture) is the same regardless of what state the car is from.

For California emission cars the oil filler tube cap  (circled in orange) was sealed and ventilation was instead recirculated from left valve cover directly into the air cleaner housing and drawn into engine via carb air as indicated in the serviceman bulletin I provided link to.

You indicated your left valve cover has a vent hole so assume you have a California car. Regardless, your ventilation from top of engine to carb insulator should not be disconnected or blocked and should have the PCV valve inline before reaching the carb as seen I diagram below.

Loud air moving sound within carb with cleaner removed

While checking my Carter carb with engine running, I took the air cleaner off and there was a very loud hissing sound of air. I placed a piece of paper over the carb and it didn’t move up or down, is this normal?
