Just brought to California the Lime green 1964 Cadillac Coupe DeVille my father purchased in '64. He drove it 2 years and sold it to my grandfather, who drove it about 15 years. It then sat in his garage for 10 years, and then sat covered outside my uncles house for another 10 years. In 1992 my uncle gave it to my brother who shipped it to his home in Scottsdale AZ, where it sat in his garage for another 14 years. He intended to restore it, but never got around to it. Loud air moving sound within carb with cleaner removed

While checking my Carter carb with engine running, I took the air cleaner off and there was a very loud hissing sound of air. I placed a piece of paper over the carb and it didn’t move up or down, is this normal?
