Joe, It works backwards from the way you would think. when the AC is off there is vacuum pulling the plunger back. When the AC is on and you are in Park or Neutral the vacuum is shut off allowing the plunger to go out and force the idle up.
I've got the side arm piece that the idle speedup plunger presses for the Rochester Carb if you need one. We can horsetrade for the battery cable clip and call it even steven. Just send me an email of where to ship the idle up arm.

When the AC is on the plunger forces the idle of the car up to compensate for the load the compressor puts on the engine.

Could someone post front and back photos of the 1963 right-hand kick panel with A/C?
My car didn’t come with the original kick panels, so it's a bit of a mystery to me how I should cut the backing board and carpet to fit around the A/C.

While checking my Carter carb with engine running, I took the air cleaner off and there was a very loud hissing sound of air. I placed a piece of paper over the carb and it didn’t move up or down, is this normal?
