Don't know what to tell you, It's got the correct gear.
Kurt, to get a 10mpg difference at 60/70 mpg you would need be looking at a 16.67% difference and would need a very short (25 or 26") wheel vs the stock 29/30" original bias ply. I've only seen a difference change like that back when I put 40" mudders on my 1980 Chevy Scottsdale that probably came with 31" tires/wheels.
What tires are you running? Mine does the same thing. It is because the radial tires I'm using are smaller diameter that the stock bias ply. I don't know if the speedo can be adjusted.
Has the rear end/differential or the speedometer gear in the transmission been changed? There were 2.94 an 3.21 gears for non-ac vs ac cars and will throw speedometer off about 9% if you don't have the right speedometer gear in the transmission to match the rear end ratio.

Could someone post front and back photos of the 1963 right-hand kick panel with A/C?
My car didn’t come with the original kick panels, so it's a bit of a mystery to me how I should cut the backing board and carpet to fit around the A/C.

While checking my Carter carb with engine running, I took the air cleaner off and there was a very loud hissing sound of air. I placed a piece of paper over the carb and it didn’t move up or down, is this normal?
