I have a recast tilt steering wheel and a tilt column. Is the plug into the column the same for tilt and non-tilt??

What do you mean by "plug into the column"?
I put the car in storage about 5 years ago and worked on other things, now I am pulling it out and have a renewed interest. During the years I have accumulated parts. Two of these are a collection of tilt columns and a “new” recast tilt wheel. So now I have a rebuilt tilt column and wheel, I want to swap out the non-tilt for the tilt. So the broader question is what will be required? It looks like the electrical plugs will work, the horn needs to be worked differently?? I also have a shift pattern (P-R-N- D-L) to replace the old one (PND21R). Any other preparation or special adjustments that would be needed?

As far as wiring you will need the external tilt switch to dash jumper harness (#10 on the list). If you need that harness I have several. Here is a picture of the harness plugged into the external tilt turn signal switch:
The horn button up in the steering wheel chrome horn shroud, horn button and everything is completely different between non-tilt to tilt. As long as you have the complete tilt column and steering wheel assembly with all the internals as seen below you should be fine. You will also need several other items to mount the column due to the different diameter. All of that is covered in the - Tilt Column Conversion page.
Frank, the wires that run to the steering wheel column are the same from tilt to non tilt. On a non tilt column, the turn signal switch is mounted behind the steering wheel and the wires run to the dash wire connectors.
On a tilt column, the turn signal switch is mounted close to the NSS and has a short jumper wire harness that connects the turn signal switch to the dash wire harness. There is also a different horn wire to connect.

Could someone post front and back photos of the 1963 right-hand kick panel with A/C?
My car didn’t come with the original kick panels, so it's a bit of a mystery to me how I should cut the backing board and carpet to fit around the A/C.

Hey guys,
I have installed the same Edelbrock carb and have done everything the same as Jason’s carb and intake project. In the spring and summer months the car starts, runs and idles great! In the fall and winter months on a cold start, the car starts awful and wants to die until it warms up.
