Yep, Chapter Member Chris Wielusiewicz' 1963 Fleetwood 60 Special.
Just to add regarding this car from above:
If you click to enlarge, the things that give it away include the vent window on the rear door, the c-pillar louvers, and rear window reveal trim. Dig a little deeper and you will notice the chrome trim on the ends of the rear qtr panels. There is also no side trim protruding but it is debatable how well it would be seen from this angle. It has the Guidematic phototube on the dash which was standard on 63, but moved to the LH fender tip in 64, but would have been on the dash in 64 if dealer installed. The car also has the factory installed cruise and dealer installed RH mirror and door guards but that really doesn't point out the body style as both were options on other body styles. There is a V on the hood which would be correct for a 63 Fleetwood but not a 64 Fleetwood as it picked up the wreath. I guess the most telling thing for me is the wider fatter 63 rear bumper end ... the 64 is quite thin compared to the 63. Could someone post front and back photos of the 1963 right-hand kick panel with A/C?
My car didn’t come with the original kick panels, so it's a bit of a mystery to me how I should cut the backing board and carpet to fit around the A/C.

While checking my Carter carb with engine running, I took the air cleaner off and there was a very loud hissing sound of air. I placed a piece of paper over the carb and it didn’t move up or down, is this normal?
