Hello!

I am rebuilding 429 for 64 DeVille and got Felpro head gasket kit including valve stem seals. Is it recommended to install those even though they are not originally used? O-rings will be installed of course.

Yes its recommended. If you are able to read Swedish you can get additional information from TA Motor (best Company for Cadillac parts in Sweden).

I am rebuilding it all by myself, with shop manual and other instructions. I have all the time in the world to get it right. 
I am using original cam, crank, pistons, lifters, push rods, block, heads, valves, rocker arms. I need to replace 3 valves and 4 rocker arms only. Plus oil pump gears.  New rings of course. Do I still need to do the break in run?

My concern is if the valve stem seals stay in the valve guides because they were not there originally. Are those 429 valve guides designed to keep stem seals in place?
If seals get loose they could create problems under rocker cover. I wonder if anyone in this group has added them.

Loud air moving sound within carb with cleaner removed

While checking my Carter carb with engine running, I took the air cleaner off and there was a very loud hissing sound of air. I placed a piece of paper over the carb and it didn’t move up or down, is this normal?
